Some paint imperfections probably started the rust that has now become extensive. The name badge can be removed (and stuck on again later) and the region outlined in cyan would be stripped and sand blasted. Depending on the depth of the corrosion, it may be necessary (and more effective) to replace a section of the panel.
There are three possible rust holes outlined in magenta. These would probably require cutting out a small section and welding in a replacement piece. The hatch inside trim cover has to removed to check for and treat rust on the inner surface.
Sandblasting is REQUIRED to get a clean rust free surface. You can't just wire brush or disk sand it and slap on some plastic flller, because it will just fall off within months.
